I have some sites which after openning a pop appears. Google Chrome prevents this from happening even though I want the pop up as it is part of the website. When I try and access it manually by clicking "notices" it still will not open. Is there something I am missing, I can not find anything on the Chrome site that allows me to open or access these pop ups?

You can do this by editing your Google Chrome shortcut and adding command line paramters.

Right click on the shortcut and click on Properties, the "Shortcut" tab has a field "target" ... add "-disable-popup-blocking" to the very end, so it looks like the following:

"C:\Documents and Settings\user\Local Settings\Application Data\Google\Chrome\Application\chrome.exe" -disable-popup-blocking

It might be different if you have a different operating system or install directory.
